This report offers the recommendations of the Pennsylvania Commission on Crime and Delinquency's Juvenile Advisory Committee in order to examine the role of managed care as it relates to Pennsylvania's juvenile justice system. The recommendations to the administration concern principles as well as policies and procedures. In addition, the report looks at the Commonwealth's current juvenile justice service delivery system and the possible benefits and/or detriments of incorporating managed care principles. The recommendations regard two prominent issues: 1) the impact of mandatory Medicaid managed care (HealthChoices) on Pennsylvania's juvenile justice system; and 2) the potential impact of managed care policies and principles being applied directly to the delivery of juvenile justice services.
