This report presents an account of the Westmoreland County Youth Commission, Pennsylvania's first community-based diversion program for first-time, nonviolent juvenile offenders. It also describes variations on the Westmoreland County model being tried in five other Pennsylvania counties. A sidebar lists seven 'components of successful programs' for diverting juvenile offenders.
