This document reports on the results of a technical assistance project conducted by the National Center for Juvenile Justice, to conduct a site visit and review a number of operational areas in the Juvenile Center of the Washtenaw County (Ann Arbor), Michigan, Trial Court/Family Division. This report summarizes the general impressions formed, recommends improvements in several areas, and provides additional information and resources to help the Court in following those recommendations. Areas for improvement include: completion of a policy and procedures manual and court-wide training; time-certain case scheduling; issuance of court orders at the time of hearings; improvement in meeting federal and state timelines for abuse and neglect case processing; better utilization of existing automated system; articulation of a clear mission and goals to allow for structured decision-making; and evaluation of the existing continuum of services and interventions for delinquent youth. The report also includes a memo detailing some functionalities that should be included in a juvenile court management information system able to track both delinquency and abuse/neglect cases.
